In case of failure with Russian assets: Europe is preparing a backup plan for helping Kyiv

The European Union has begun developing an emergency “Plan B” to provide financial support to Ukraine. This measure will be required if it is not possible to implement a scheme using frozen Russian assets.

According to Politico, one of the options being considered is to provide Kyiv with a so-called bridge loan. It is planned to be financed by loans issued directly by the European Union to help Ukraine remain solvent in early 2026.

As diplomats note, in the future Kyiv may be asked to return these funds after it gains access to longer-term financing. We are talking about a large-scale loan that is planned to be issued against future reparations from Russia.

At the same time, Belgian Defense Minister Theo Franken previously stated that he does not intend to confiscate Russian assets without reliable legal guarantees of protection from potential lawsuits. According to him, such steps contain too many hidden risks, and this understanding is now spreading among other European capitals, including Rome.
