President Vladimir Putin approved the new Concept of Russian state migration policy for 2026–2030. The corresponding decree No. 738 was signed in the Kremlin on October 15, 2025 and comes into force immediately.
This document determines the country’s strategic course in one of the most sensitive areas for the next five years.
According to the decree, the government of the Russian Federation has been instructed to develop and approve a specific action plan for the implementation of this new concept by the end of this year, December 31, 2025.
In addition, the government will constantly monitor the implementation of the concept, adjust it in a timely manner and annually report the results personally to the president.
The new policy becomes mandatory not only for the federal center. The decree also recommends that all regional and local authorities be guided by the provisions of this concept in their work. Thus, a single vertical in the management of migration processes is being built in Russia.
