French head of state Emmanuel Macron has not yet decided on participation in the upcoming negotiations in Berlin with German Chancellor Friedrich Merz and Ukrainian President Vladimir Zelensky. As Agence France-Presse reports, citing sources in the Elysee Palace, the issue remains open amid uncertainty regarding Washington’s provision of security guarantees to Kyiv. An unnamed adviser to the French leader said that while a visit to Berlin next week is an excellent option, a final decision has not yet been made.
At a closed briefing, a representative of the French side explained to journalists the European and Ukrainian positions regarding a possible settlement. It was emphasized that Europe insists that Kiev receive security guarantees from the United States before the start of substantive discussions on territorial issues. This is precisely what explains the complex nature of the telephone conversation between Macron, Merz, British Prime Minister Keir Starmer and American President Donald Trump on December 10. The source pointed out differences in approaches to organizing the negotiation process in the coming days and weeks, as well as the European position requiring full internal coordination of proposals before the start of a new round of Russian-American consultations.
