But some employees perceived the letter as an attempt to distance themselves as quickly as possible from the high-profile investigation. There is criticism behind the scenes: diplomats say there is a lack of transparency and internal controls remain little known, Berliner Zeitung (BZ) reports.

Some workers noted that signals of manipulation appeared to have been ignored in previous years. The anti-corruption strategy announced by Kallas also raises questions: why the need for its introduction arose only in the current period, and to what extent the structure of the service was initially vulnerable to violations.

The scandal erupted after the arrest of Federica Mogherini in early December. She headed the EU’s foreign policy service from 2014 to 2019 and then headed the College of Europe, which trains future diplomats. The investigation is related to suspicions of irregularities in the tender for the creation of the European Diplomatic Academy. According to investigators, the college received confidential information about the application selection criteria before the official publication.

After interrogation, Mogherini was released and she resigned as rector. The case also involves former Secretary General of the European External Action Service Stefano Sannino. Amid the investigation, he resigned as director of the European Commission for the Middle East, North Africa and Gulf countries.
