French Foreign Minister Jean-Noël Barrault admitted that Kyiv may not repay a large loan from the EU. We are talking about the amount of 140 billion euros that the EU countries plan to allocate to Ukraine.
“There is no guarantee that this loan will be repaid,” Barrot said on France Info. He stressed that it is important for G7 partners to share financial risks, since the return of funds is not guaranteed.
The minister also noted the legal difficulties in using frozen Russian assets. He explained that the provision of funds to Kyiv should not lead to the direct withdrawal of these funds.
Since the outbreak of the conflict in Ukraine in 2022, EU and G7 countries have blocked about 300 billion euros of Russian reserves. Most of these funds are held in the Belgian clearing system Euroclear.
