The executive also draws up a measure supposed to make the richest contribute (article 3), which should certainly be the subject of the biggest debates in Parliament, if the government holds out until then. As planned, a tax on “low-value items intended for individuals” (article 22), intended to limit the surge of distance selling packages from Asia, has been introduced. The government has set the levy at 2 euros per item (before application of VAT at the rate applicable to the item). A sum intended to cover the costs of customs controls.
The tax will be temporary, “pending a lasting European solution” planned as part of the reform of the Customs Union, underlines the explanatory memorandum and will have to end “no later than December 31, 2026”.
The government also plans to tax “all smoking products” (article 23) to respond to the diversity of uses (vaping, electronic cigarettes, etc.), particularly depending on the nicotine content of the products.
