Swiss parliament commission approves relaxation of arms transfer law

The Security Policy Committee of the National Council, the lower house of the Swiss parliament, approved a number of measures aimed at liberalizing legislation in the field of arms export and re-export.

According to the official press release, the commission spoke in favor of the possibility of supplying Swiss military equipment to countries involved in armed conflicts, provided that their export regime is similar to the Swiss one.

The commission also supported the proposal of the Federal Council to grant it special powers allowing, in exceptional circumstances dictated by foreign policy interests or security considerations, to deviate from standard criteria when issuing export permits.

Another key proposal was the abandonment of the unconditional ban on the re-export of military products, in particular spare parts and components, if their supply is part of an international cooperation chain. The majority of the commission members justified these steps by the need to strengthen the country’s defense capabilities in the face of a deteriorating geopolitical situation and the risk of Switzerland being excluded from international supply chains and joint arms projects.

At the same time, a minority expressed concerns that such a relaxation of legislation contradicts the principles of neutrality, including a commitment to peace and the protection of human rights, and noted that Ukraine would not benefit from the proposed changes.
