Kellogg noted at the National Defense Forum at the Reagan Center that the final steps toward the goal are the most difficult. He expressed confidence that only a few problems remain to be resolved, in particular in the Donetsk region and the Zaporozhye NPP, and the resolution of these two issues will allow the remaining aspects to be successfully resolved.
